Чрез тази система можете да завладеете вражеските градове без нужда от битки. Това наподобява придобиването на градове чрез генериране на Култура в предишни издания на играта.
В Rise and Fall се въвежда ролята на губернатор, който изпращате в даден град и чрез него управлявате развитието му. Чрез губернаторите можете да насочите в коя сфера да се развива градът, а освен това самите губернатори имат и допълнителни бонуси. Можете да прехвърляте губернаторите от град в град, а максималният им брой е седем.
